Was law clerk to Chief Judge David Bazelon, U.S. Court of Appeals for the District of Columbia Circuit; and to Justice William J. Brennan, Jr., of the U.S. Supreme Court. From 1966 to 1968, taught criminal law at the Law School of the Haile Selassie I University in Ethiopia. From 1968 to 1971, was assistant to the solicitor general of the United States, preparing briefs and arguing cases before the Supreme Court. Joined the Columbia faculty in 1971. From 1975 to 1977 was on leave to be general counsel of the U.S. Nuclear Regulatory Commission. Has visited at Harvard and NYU Law Schools; faculty exchanges at the European University Institute, Ludwig Maximilians University (Munich), Tokyo University, and the University of Buenos Aires. Twice Columbia's Vice Dean.
